- Outcome
- The refunding was a live market event, but not for the reason given. Treasury did not deliver heavy long-end issuance: coupon sizes held at $125bn ($58bn 3-year, $42bn 10-year, $25bn 30-year), guidance was retained verbatim, and bills absorbed a Q3 borrowing need revised up $68bn to $739bn — the first limb of the call's own invalidation, met on 5 Aug. The long end still showed stress at auction: the 30-year on 13 Aug tailed 0.4bp against a −0.2bp average, with bid-to-cover 2.39 against a 2.43 average and primary dealers absorbing 11.5%, and its 5.216% high yield was reported as the highest at a Treasury auction in 25 years. Graded partial — right about the market consequence, wrong about the mechanism. Not missed, because the invalidation required the auctions to clear without tails and the 30-year did not.

Provenance
Every call on the Record is hashed with SHA-256 over its canonical JSON, and the hashes are sealed into a Merkle root anchored on the Base blockchain. A grade or correction written after an anchor appears in the regrade log with its date and is sealed at the next anchor. The anchor page explains how to verify a call against the chain, and the full Record lists every call with the strict and directional tallies.
