Hormuz behaves as a valve rather than a door — partial, cycling transit rather than binary closure or reopening
- Status

- Outcome
- Windward counted 55 AIS-visible Hormuz transits 16–23 Sep, about 94% below the pre-war norm of roughly 910/week, while Goldman put Persian Gulf oil exports including dark flows at 23.3 mb/d, in line with their 2025 average, and JPMorgan put crude shipments at 98% of pre-war levels via dark and ship-to-ship transfer. Visible transit collapsed while volume continued by other means: neither closed nor reopened, but cycling.

Regrade log
- 2026-10-03 open → confirmed. Sealed OPEN in the genesis anchor (Aug 28 2026); graded Oct 3 2026. resolved_date is the call's scheduled checkpoint; outcome evidence dated after the checkpoint is post-window context.
Provenance
Every call on the Record is hashed with SHA-256 over its canonical JSON, and the hashes are sealed into a Merkle root anchored on the Base blockchain. A grade or correction written after an anchor appears in the regrade log with its date and is sealed at the next anchor. The anchor page explains how to verify a call against the chain, and the full Record lists every call with the strict and directional tallies.

- OPENMaritime2026-06-22
Within 24 months, a second natural-strait sovereign (most likely Bab al-Mandeb) formalizes a transit-fee / pre-authorization regime modeled on Iran's PGSA — Hormuz is not a one-off.
- OPENMaritime2026-06-16
Any Hormuz settlement institutionalizes a Persian permit/toll regime (PGSA or successor) rather than restoring unconditional free transit — AND Gulf war-risk insurance does not return to pre-war pricing within 2026.
